With the aim of satisfying Allah and contributing to the scholarly and literary development in the Arab Homeland, and out of pride for my homeland and nation and the belief that promoting culture and science is the core foundation for Arab Unity and development of humanity,
Whereas I want to allocate certain funds of mine for this contribution to materialize and take its legal status and to guarantee that such an allocation shall make the objectives come to function, I Sultan bin Ali Al Owais, a United Arab Emirates national, do hereby establish a private foundation called Sultan Al Owais Cultural Foundation as per the following terms:
The following funds of mine shall be allocated to constitute the capital of Sultan Al Owais Cultural Foundation:

Article 2
The capital of the Foundation shall be used for the following objectives:
· Awarding Arab scholars, intellectuals and litterateurs with The Sultan bin Ali Al Owais Cultural Awards to be distributed every two years.
· Supporting and promoting any other activity that may help the Foundation in achieving its objectives.
The Foundation shall have its seat and main office in Dubai.
Article 4
A Board of Trustees shall supervise and administrate the operations of the Foundation. The first Board of Trustees shall consist of the following members:

Article 5
The Foundation shall be regulated according to the following rules which constitute the By-Laws.
