Chapter 1
Definitions
The following words and phrases shall have the following meanings assigned thereto, unless the context indicates otherwise:

Chapter 2
Name of the Award
The name of the Award shall be ‘The Sultan Bin Ali Al Owais Cultural Award’
Chapter 3
Objectives of the Award
The Sultan Bin Ali Al Owais Cultural Awards aims at honouring, encouraging and supporting Arab scholars, litterateurs and intellectuals so they can play their role in cultural, intellectual and scientific development in the Arab Homeland.
Chapter 4
The Award in General

The Sultan Bin Ali Al Owais Cultural Award is presented every two years to a group of outstanding Arab writers and intellectuals for their poetry, stories, novels, play, criticism and literary studies, and futuristic and humanitarian studies. The only condition is that their work must reflect Arab thought, portray the aspirations of Arab people and influence scholarly, literary and cultural life. The Award can be presented to nominee for one or more outstanding works, which have had deep impact on Arab cultural life.

The Award shall be presented to nominees depending on their creativity regardless of their ideology, religion, colour, or gender.
|
|
The Award shall be independent and free from any interference or pressure whatsoever.
|
Chapter 5
Categories of the Award
The Award has four categories as following:
|
1.
|
Poetry
The Award is given to one poet and may be shared between two poets.
|
|
2.
|
Story, Novel and Play
The Award is given to a winner in one of the three genres and may be shared between two winners from one or two genres.
|
|
3.
|
Criticism and Literary Studies
The Award is given to a winner in criticism or literary studies and may be shared between two winners from one or two genres.
|
|
4.
|
Futuristic and Humanitarian studies.
The Award is given to a winner in futuristic or humanitarian studies and may be shared between two winners from one or two genres.

Chapter 6
Administration of the Award
|
The Board shall supervise the Award in general
|
|
B.
|
The General Secretariat shall administrate and operate the Award as per the delegated powers.
|
Chapter 7
Article 1
Nomination
|
A.
|
Nomination for the Award is to be done through literary unions, associations or clubs; cultural establishments and authorities; or universities and institutions in Arab countries.
|
|
B.
|
Any Arab writer or litterateur who meets these conditions of nomination can apply personally and directly for the Award.
|
|
C.
|
The General Secretariat will consider nominees recommended by individual Arab writers, litterateurs or intellectuals provided that the nominee is recommended by at least five persons.
|
|
D.
|
The General Secretariat shall announce invitations, nominate candidates within three months after closing the previous round of the Award.
|
|
E.
|
Nomination shall be closed and candidates’ works shall be received by the end of February of the year in which the award is presented. The General Secretariat shall announce the opening and closing dates of nomination.
|
Article 2
|
Nominees must be Arab
|
|
Nominees’ works shall be written in standard Arabic; works in colloquial or in any languages other than Arabic shall not be considered.
|
|
Nominations must determine the category applied for. Nominations can be made for one or more categories mentioned in chapter 5.
|
|
The submitted works must be published books. Typed or handwritten copies shall not be considered.
|
|
Nominations must include:
a. A copy of an identification document
b. CV
c. Personal letter by the candidate approving his or her nomination
d. Three photos
e. Five copies of each of the candidate’s works
f. Nominations and nominated works shall not be returned
|
Article 3
The Award consists of the following:

Prize money of US $ 100,000 for each category mentioned in Chapter 5 herein with total prize money of US $ 400,000.

Chapter 8
Selection
|
The Board of Trustees, upon a recommendation by the General Secretariat, shall appoint the Selection Committee. The Committee shall consist of at least eight members who are outstanding writers, litterateurs, academics or intellectuals and are renowned for their qualifications and integrity.

|
The General Secretary or someone who he has assigned, in case of the absence of the former, shall preside over meetings of the Selection Committee. The Board of Trustees may appoint whomever it deems appropriate to preside over the meetings.
|
|
Members of the General Secretariat may attend meetings of the Selection Committee as observers.
|
|
Decisions of the Selection Committee shall be made by majority of the members. In case of equal votes, the General Secretary or someone who he has assigned will have a casting vote.
|
|
Identities of the Selection Committee members and their meetings shall be confidential throughout the Award’s round. The General Secretary may announce their names in the Award Ceremony.
|
|
F.
|
The Award’s Selection Standing Regulations shall provide for functions, duties and meetings of the Selection Committee.
|
Chapter 9
The Award’s Announcements
|
A.
|
The General Secretariat shall announce the winners within three months after closing the Award round and after being approved by the Board of Trustees. Should certain reasons prevent the General Secretariat from doing this, it may determine another date for announcing the winners and publish the selections in the media.
|
|
B.
|
The General Secretariat shall hold a ceremony to award winners within three months after announcing the selections.
|
Chapter 10
General Terms
|
A.
|
Former winners may be selected="true"="true" again only after five rounds of the one in which they won the Award, provided they have produced new works. In this case, only their new works shall be considered.
|
|
B.
|
Winners of other Arab or foreign awards shall be considered for the Award only after three following rounds of that award.
|
|
C.
|
The Award shall not be presented to anyone who was a member of the Selection Committees in the immediate past two rounds.
|
|
D.
|
The Award Ceremony may be held in any country's cities or in any other Arab or international city.
|
|
E.
|
The Board of Trustees may add new cultural categories to the Award.
|
|
F.
|
It is deemed null and void any term herein that does not adhere to the Articles of Associations. The Board of Trustees may amend any regulation herein.

· Reviewed by the General Secretariat on January 2, 1995 in the light of the Ruler’s Decree No. 4 of 1994. Some amendments were proposed by it.
